European leaders sought to project unity after Donald Trump announced plans to withdraw 5,000 US troops from Germany, a move that has reignited debate over the future of NATO and Europe’s security responsibilities.
Meeting in Yerevan during the European Political Community gathering, European leaders acknowledged concerns but emphasized the need for greater self-reliance in defence.
Emmanuel Macron said Europe was increasingly taking control of its own security, highlighting efforts to boost defence spending and strengthen regional cooperation frameworks.
The decision by Washington follows tensions between the US and Berlin over the ongoing Iran conflict, although Friedrich Merz denied any direct link between the dispute and the troop reduction.
EU foreign policy chief Kaja Kallas described the timing as unexpected but stressed the importance of reinforcing the European pillar within NATO. She noted that US forces in Europe serve both American and European strategic interests.
According to the Pentagon, the withdrawal will be implemented over the next year, with the possibility of further reductions. Trump has also hinted at potential troop cuts in Italy and Spain, citing dissatisfaction with their stance on US-Israeli operations involving Iran.
Mark Rutte acknowledged some US frustration with European allies but said the message had been received. He noted that European nations are increasing logistical support and deploying key assets closer to operational areas.
The development comes amid heightened geopolitical tensions, including Russia’s ongoing war in Ukraine, which has already prompted NATO members to significantly increase defence spending commitments.
Analysts say the move underscores a shifting transatlantic dynamic, with Europe under growing pressure to take a more active and independent role in ensuring its own security.
