Vice-captain Charith Asalanka will lead Sri Lanka in the three-match T20I series. The teams will then play three ODIs.
SLC has not yet confirmed whether Mendis will recover in time for the ODI series.
Fernando Also Sidelined
Fast bowler Binura Fernando will also miss the T20I series while he undergoes rehabilitation for a back injury.
“Mendis suffered a right hamstring injury while Fernando sustained a back injury,” SLC said in a statement.

Batsman Pavan Rathnayake and fast bowler Dilshan Madushanka have replaced the injured players in the T20I squad.
T20I Series Begins September 15
The opening T20I will take place in Southampton on September 15. The second match is scheduled for Cardiff on September 17.
The final T20I will be played in Manchester on September 19.
The ODI series will begin at Chester-le-Street on September 22. The second ODI will take place at Headingley on September 24, followed by the final match at The Oval on September 27.
