Google Revises Spam Rules in Europe Amid EU Antitrust Pressure

Google Spam Rules: Google will change how it enforces spam and site reputation rules in Europe as the technology giant faces growing pressure from European regulators over competition concerns.

The changes come amid scrutiny of Google’s search enforcement system and its potential impact on legitimate news organisations and online publishers.

Google’s site reputation abuse policy aims to stop websites from exploiting their strong search rankings to promote low-quality or unrelated third-party content. However, European regulators and publishers have questioned whether the policy is being applied too broadly.

The European Commission has raised concerns that Google’s automated systems and spam enforcement could push legitimate content lower in search results. Consequently, some publishers say they have experienced reduced visibility, website traffic and advertising revenue.

Changes to search enforcement

The issue has also been associated with so-called “parasite SEO”, in which third-party content takes advantage of the search authority of an established website to achieve higher rankings.

In response to the regulatory pressure, Google said it would adjust its spam and site reputation policies across the 27 European Union member states, as well as Iceland, Norway and Liechtenstein.

From August 30, Google said manual actions used to demote websites would no longer apply to users in those countries. However, the company will continue applying its existing spam and site reputation approach outside the region.

EU competition rules

The changes come as European regulators continue enforcing the Digital Markets Act (DMA), which aims to promote fair competition and limit the market power of major technology companies.

Companies that breach the DMA can face fines of up to 10% of their total worldwide annual turnover, making compliance a significant financial issue for major technology firms.

Google’s decision also highlights the growing influence of search policies on digital publishers. For organisations that rely heavily on Google for traffic, changes to search rankings and spam enforcement can directly affect audience reach and advertising income.

The latest policy changes could therefore have wider implications for European publishers as regulators continue examining the relationship between search platforms, online competition and access to digital audiences.
