US Universities Trump Administration Tightens Work Rules for International Students

International students face tighter work authorisation rules in the United States after the Trump administration issued new guidance to universities.

The federal memo, dated August 24, focuses on Curricular Practical Training (CPT). The programme allows eligible international students to gain practical work experience linked to their academic studies.

New federal warning

According to the memo, the Student and Exchange Visitor Program (SEVP) has identified an increase in CPT authorisations that may not meet federal requirements.

Under existing regulations, CPT must form an integral part of an established academic curriculum.

Therefore, the memo warned universities that fail to comply with SEVP requirements could lose their certification to enrol foreign students.

As a result, some universities have already paused certain CPT applications while they review the new guidance.

The University of California, Los Angeles (UCLA) confirmed that it had temporarily stopped some CPT authorisations. The university said it was reviewing the federal guidance before deciding its next steps.

Similarly, the University of California, Berkeley warned students that it might not process certain applications in the near future.

Universities adjust procedures

However, Berkeley said it would continue processing CPT applications connected directly to degree requirements.

The university also said it planned to resume processing CPT applications for doctoral dissertation and master’s thesis research.

Meanwhile, Berkeley’s international office said it would consult legal experts. The aim is to develop procedures that comply with the latest federal requirements.

The Department of Homeland Security defended the administration’s approach. It said the underlying regulations had not changed.

Nevertheless, the department warned universities and employers that the administration would take action against what it considers abuse of the CPT system.

Wider pressure on universities

The latest guidance comes as the Trump administration increases scrutiny of American universities.

In recent months, the administration has launched investigations and threatened funding over several issues. These include pro-Palestinian protests, diversity programmes, climate initiatives and transgender policies.

At the same time, rights groups have raised concerns about free speech, academic freedom and due process.

Separately, the Justice Department has intensified its examination of university admissions policies.

On Thursday, the department accused George Washington University School of Medicine and Health Sciences of favouring Black and Hispanic applicants in its admissions process.

The university rejected the allegation. It said its admissions policies comply with federal law and do not discriminate against applicants.

Student protests also face scrutiny

The administration has also revoked visas belonging to some international student protesters involved in pro-Palestinian demonstrations.

Officials have described some of these protests as antisemitic or supportive of extremist groups.

However, protesters, including Jewish organisations, have rejected those claims. They argue that criticism of Israel’s military campaign and occupation does not constitute antisemitism or support for extremism.

Consequently, the latest CPT guidance adds another layer of uncertainty for international students studying in the United States.

Universities must now review their procedures carefully as they seek to comply with federal requirements while continuing to support eligible international students.
