Sindh Government Considers New Minimum Wage Increase and Worker Relief Measures in Upcoming Budget

Provincial authorities signal focus on labour rights, social protection, and low-income support

KARACHI — The Sindh government is considering a fresh increase in the minimum wage along with a set of relief measures for workers and low-income households in the upcoming provincial budget, according to provincial spokesperson Sukhdev Hemnani.

Hemnani said the proposed steps are part of broader efforts to provide financial relief to vulnerable segments of society while maintaining fiscal discipline.

Relief measures under review

The spokesperson stated that multiple proposals are currently under consideration, including a significant revision of the minimum wage.

He added that final decisions will be made after a detailed assessment of the province’s financial position and consultations with relevant stakeholders.

The initiative, he said, follows directives from Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari aimed at maximising public relief within available fiscal space.

Minimum wage increase since 2008 highlighted

Hemnani noted that Sindh has historically positioned itself as a leader in labour welfare policies.

He said the minimum wage in the province has increased from Rs6,000 in 2008 to Rs40,000 at present, reflecting what he described as sustained efforts to improve worker incomes.

New legislation for domestic workers

The spokesperson also highlighted recent legislative progress, including the passage of the Domestic Workers Welfare Bill 2025 by the Sindh Assembly.

The law brings domestic workers under a formal legal framework, outlining protections related to working conditions, working hours, and rest periods.

It also prohibits child labour in domestic work and aims to ensure greater legal protection and dignity for household workers across the province.

Government’s labour policy focus

Hemnani said the Pakistan Peoples Party has consistently supported workers, labourers, and underprivileged communities.

He added that under the leadership of the PPP, the Sindh government will continue pursuing “people-centric policies” aimed at improving living standards and promoting inclusive economic growth.

Budget expectations

Economic observers say the proposed wage revision and relief measures will be closely watched as Sindh prepares its next budget, particularly amid inflationary pressures and broader national fiscal challenges.

Final decisions are expected to be announced after budget consultations are completed.
