Prime Minister Shehbaz Sharif has approved plans to modernise the Trade Development Authority of Pakistan (TDAP), directing institutional reforms to strengthen the country’s export capacity and improve access to international markets.
The decision came during a meeting chaired by the prime minister to review TDAP’s performance, organisational structure and proposed reforms.
Shehbaz emphasised that improving international market access for Pakistani products was essential to increasing exports. He said a modernised TDAP could play a vital role in advancing the country’s export sector, particularly given Pakistan’s considerable export potential and strategically important geographical location.
The prime minister highlighted the government’s efforts to facilitate industries and small and medium-sized enterprises (SMEs) in expanding their exports. He urged businesses and relevant institutions to make effective use of the available facilities and support.
PM Calls for Comprehensive Agricultural Export System
Shehbaz directed the establishment of a comprehensive ecosystem for agricultural exports, covering the entire value chain from production to international marketing.
The proposed framework aims to strengthen the export process and help Pakistani agricultural products gain improved access to international markets.
He also instructed TDAP to recruit qualified and well-trained professionals strictly on merit through a transparent selection process.

Emphasising performance-based institutional management, the prime minister said career progression should depend on the achievement of targets and measurable results. He stressed that promotions must reflect employees’ contributions rather than routine administrative practices.
Independent Audits to Strengthen Accountability
The prime minister further directed TDAP to engage a reputable private audit firm to conduct both financial and performance audits.
The reviews will assess the authority’s institutional efficiency, financial management and overall performance as part of the modernisation initiative.
During the meeting, officials briefed Shehbaz on TDAP’s existing performance, institutional structure and proposed reform measures.
Federal Ministers Rana Tanveer Hussain, Jam Kamal Khan, Ahad Khan Cheema, Muhammad Aurangzeb and Attaullah Tarar attended the meeting, along with other senior officials.
The proposed reforms are aimed at strengthening TDAP’s institutional capacity and improving its role in supporting Pakistani businesses, expanding agricultural exports and increasing the country’s presence in international markets.
