Trump announced the investment during a meeting with more than 200 mining executives, investors, educators and political figures at the State Department on Friday.
He said the initiative would help restore the United States’ position as a major global minerals producer. The administration also wants to secure supplies needed for defence equipment, vehicles and advanced technologies.
The Defense Department’s Office of Strategic Capital announced a $1.4 billion conditional loan for Sila Nanotechnologies, which produces components for lithium-ion batteries.
It also approved a $400 million conditional loan for scandium producer Sunrise Energy Metals. In addition, magnet developer Niron Magnetics will receive a conditional loan worth $150 million.
Meanwhile, the US Export-Import Bank will provide $58 million in loans to Westwater Resources, Global Advanced Metals and 5E Advanced Materials.
Trump said critical minerals provide the raw materials needed for advanced weapons and other strategic industries. He added that the United States should mine, refine and manufacture these materials domestically.
The administration is placing greater emphasis on critical minerals as it seeks to replenish US weapons stocks depleted during the Iran conflict.
Pentagon officials have identified rare earths, tungsten, germanium and scandium as important materials for precision-guided missiles, fighter aircraft, armoured vehicles and advanced sensors.
Moreover, US defence officials and lawmakers have warned that rebuilding some weapons inventories could take years because of existing production constraints.
The Trump administration, however, has disputed reports of significant shortages.
The Department of Energy also announced $100 million in grants for mining education programmes.
Officials want to double the number of mining-related graduates from US universities within two years. The department hosted representatives from all 14 accredited US mining schools as part of the initiative.
The Pentagon separately announced $80 million for projects at three mining schools.
Officials said China’s extensive network of mining universities has contributed to its dominance in global mineral production. Therefore, the US administration wants to strengthen its own mining workforce and industrial capacity.
Since returning to office, Trump has launched a $12 billion strategic minerals stockpile and supported companies developing US mining and processing facilities.
The administration argues that decades of Chinese investment have given Beijing a dominant position in the mining and processing of several strategic minerals.
Australia also welcomed the US loan to Sunrise Energy Metals. The company is developing a major scandium project in New South Wales.
The broader US strategy aims to secure critical mineral supplies, strengthen domestic manufacturing and reduce dependence on Chinese supply chains.
