Karachi: In a major initiative to boost girls’ education, the Government of Sindh’s Reform Support Unit (RSU) has begun disbursing PKR 800 million in stipends to the families of 220,000 female students under its Girls Stipend Program.
The payments are being made through JazzCash, Pakistan’s leading digital financial services provider, which is utilizing its network of over 75,000 agents across Sindh to ensure timely, transparent, and secure disbursements. Stipends are issued only after verification of the student’s school enrollment, followed by an SMS notification to the parent or guardian. The funds are collected using biometric CNIC verification to ensure accountability.

Linking Financial Support to School Enrolment
“Girls’ education is not only a right — it’s a driver of societal transformation,” said Junaid Hameed Samo, Chief Project Manager at RSU. “By linking stipends to enrollment, we are helping families make education a priority while challenging cultural norms.”
Sindh is the second-largest contributor to Pakistan’s total of over 12 million out-of-school girls. The Girls Stipend Program directly tackles one of the biggest barriers to girls’ education — financial hardship. With each beneficiary receiving PKR 3,500, the initiative aims to offset indirect schooling costs and reduce the risks of early labor or marriage.
JazzCash Facilitates Transparent, Scalable Payments

By leveraging our digital infrastructure and agent network, we are ensuring that every stipend reaches the intended recipient efficiently and transparently.”
JazzCash has a proven track record of managing large-scale welfare disbursements. Over the last five years, it has disbursed approximately PKR 110 billion through various social programs including BISP, Ramzan Relief, and flood rehabilitation efforts. In Sindh, it continues to support disbursements for initiatives like the Sindh Flood Emergency Rehabilitation Project and the Sindh Social Protection Authority.

This collaboration highlights how digital financial services can power government-to-person (G2P) payments to advance national development goals, particularly in promoting gender equity and education.
As the program moves toward its annual disbursement goal of PKR 800 million, it serves as a model of how technology, policy, and public-private partnerships can drive inclusive development and uplift underserved communities.
