Sindh Expands Social Protection Network: CM Murad Ali Shah Approves Major Cash Aid and Child Development Programs

Karachi: Sindh Chief Minister Syed Murad Ali Shah, while chairing the third meeting of the Sindh Social Protection Authority (SSPA) Board at the Chief Minister House, approved a major expansion of the province’s social safety net, including new cash assistance schemes for children and rural women, aimed at reducing poverty and strengthening human development.

The meeting was attended by provincial ministers Dr. Azra Pechuho, Saeed Ghani, and Syed Sardar Shah, along with the Chief Secretary, Principal Secretary, Chairman P&D, Secretary Finance, Secretary Social Protection, CEO SSPA, and other senior officials.

During the session, the Chief Minister announced a significant expansion of social protection coverage, describing the measures as crucial for poverty alleviation and human capital development in Sindh.

The board approved a major Early Childhood Development (ECD) programme worth Rs14 billion, under which children from birth to five years will receive quarterly cash assistance of Rs3,000. The initiative also includes monitoring of child development, nutritional guidance, and school readiness support.

A new cash support mechanism for rural women was also approved, providing monthly financial assistance during non-productive periods. The Chief Minister said the initiative aims to protect vulnerable women from debt cycles and food insecurity.

The “Mamata Programme,” already active in 22 districts and benefiting over one million people, will now be further expanded. The board also approved the inclusion of seven additional districts into the programme, extending its reach to underserved communities in Karachi, Hyderabad, and other regions.

Officials informed the meeting that social protection initiatives are currently being implemented with a total budget of Rs56 billion. A hybrid payment system was also approved to ensure timely and transparent disbursement of funds to mothers and children, including full and partial payments during pregnancy and early childcare stages.

For improved implementation, Mamata desks will be established at district and tehsil headquarters hospitals to facilitate beneficiaries. The board also approved the formation of audit, human rights, legal, and research committees to ensure transparency and accountability.

Additionally, a feasibility study in collaboration with the Gates Foundation was approved to further strengthen programme design and delivery mechanisms.

For the financial year 2026–27, the board approved a budget of Rs2.29 billion for continued expansion of social protection initiatives.

Chief Minister Murad Ali Shah said the government is investing in the future of Sindh by integrating health, nutrition, and financial stability under one framework, ensuring that no vulnerable child or family is left behind.
